Born on November 9, 1943, in Sumter, South Carolina, she was the daughter of the late Robert D. Palmer and Belle C. Palmer, and the sister of the late Philip (Phil) Palmer.

Anne graduated from St. Mary’s School in Raleigh, North Carolina, in 1963, and from the University of South Carolina in 1965, and the Woodrow Wilson College of Law in 1985, where she earned her Juris Doctor degree. She passed the bar in 1984. In 1985, Anne established a private law practice in Atlanta, Georgia, where she represented clients in Federal, Superior, State, and Magistrate Courts, as well as before the U.S. States Parole Board. Her practice included both criminal and civil matters, and she was known for taking on numerous pro bono cases in Fulton and DeKalb Counties. She was a dedicated member of the American Bar Association.

Anne enjoyed reading, and she deeply admired and followed the life of Queen Elizabeth II and had a life long appreciation for all things British. Golden Retrievers were her constant companions and she shared her life with many beloved dogs, including Tray, Adrian, Trumpet, Cubby, Bladon, Wyn, Cotton, and Bingley. This year marked her fiftieth year of sobriety.

She is survived by her sister, Catherine (Cathy) Palmer of Beaufort, South Carolina; her nephew, Austin Palmer of Denver, North Carolina; her niece, Carolyn (Lyn) Dennis of Beaufort, South Carolina; and several great-nieces and great-nephews.
