Born in New Haven, CT, she was a daughter of the late Albert Peschel and Gertrude Peschel.
Mrs. Downs was a retired financial advisor.
Surviving is one son, David Downs of Daytona Beach, FL; one grandchild, Halley Downs; and one brother, Bernard Peschel and fiancé, Roosevelt Stavis.
